0080 - Basic Law Enforcement Reserve Academy
|
The WSCJTC DOES NOT SCHEDULE Basic Law Enforcement Reserve Officer Academies.
This class is a minimum of 364.5 hours in length. The Reserve Academy curriculum adopted by the Commission is designed similar to that of the Basic Academy, including student performance objectives for each instructional block. It is designed to provide reserves with the basic knowledge and skills required for safe, proper and effective law enforcement service.
Eligibility for participation in the Basic Law Enforcement Reserve Academy process is limited to:
a. Specially Commission reserve peace officer of the State of Washington
b. Commissioned Washington State Tribal peace officers
c. Persons employed by a limited authority Washington Law Enforcement Agency as
defined under RCW 10.93.020
d. Persons employed as security by public colleges and universities as defined under RCW
26B.10.016
e. Persons employed as security in the K-12 Washington State Public School system as
defined under RCW 28A.150.010
f. Other – As allowed per WAC 139-05-810(4) Please Specify in Comments in Application.

Graduates of a Commission approved Reserve Academy who, upon academy completion, have passed a certification examination developed and administered by the Commission, will receive the state's basic reserve officers certificate. Such certification satisfies the basic training requirements for reserve officers under the Washington Aid Peace Powers Act, RCW 10.93.090.
ACADEMY COORDINATORS: Deciding to hold a Basic Law Enforcement Reserve Academy should not be taken lightly. The agency's job of teaching and shaping everyday citizens into a voluntary Law Enforcement professionals is a serious endeavor. Agencies must be sure to give themselves ample preparation time before and after submitting the required documentation. We recommend taking the time to put together a teaching team and maintaining organization to ensure a successful academy. Review the forms below for guidance on starting an academy.
A reserve certificate cannot be used in place of Peace Officer Certification
Audience: These training sessions are available to those that have been recently appointed by a law enforcement agency as a Reserve Officer.
Are you interested in becoming a Reserve Officer?
Contact your local Sheriff's Office or Police Department and ask for their Reserve Coordinator. All recruits must be associated with a sponsoring agency.
Regulations: "Reserve Officers" are included under the definition "specially commissioned Washington peace officer" under RCW 10.93.020(5). This includes any law enforcement officer who does not serve as a law enforcement officer of this state on a full-time basis, but who when called into active service, is fully commissioned on the same basis as full-time officers to enforce the criminal laws of this state.
RCW 10.93.090 explains: A specially commissioned Washington peace officer who has successfully completed a course of basic training prescribed or approved for such officers by the Washington State Criminal Justice Training Commission may exercise any authority which the special commission vests in the officer, throughout the territorial bounds of the state, outside of the officer's primary territorial jurisdiction under the following circumstances:
1. The officer is in fresh pursuit, as defined in RCW 10.93.120; or
2. The officer is acting pursuant to mutual law enforcement assistance agreement between the primary commissioning agency and the agency with primary territorial jurisdiction.

0084 Basic Reserve Academy Direct Certificate
|
0084 Basic Law Enforcement Reserve Academy Direct Certificate enrollment is intended to assist full-time WA State Certified Peace Officers and active Washington State Park Ranger being hired as a reserve peace officer within the state of Washington.
Eligibility for participation in the Basic Law Enforcement Reserve Equivalency Academy process is limited to:
a. Prior General Authority Washington Law Enforcement Agency or Tribal Officer in good
standing from Washington State with a break in service less than 24 months.
b. Active Washington State Parks Ranger who attended an accepted Park Law Enforcement
Academy (PLEA) and has no breaks in service.
The 0084 Basic Law Enforcement Reserve Academy Direct Certificate (BLERA-DC) process was adopted by the Commission. It is designed to document that reserves completing the direct certificate process have the the basic knowledge and skills required for safe, proper and effective law enforcement service.
Requirements:
1. Acknowledge that the CJ 1903 Notice of Officer Hire for reserve peace officer position was submitted to the WSCJTC Certification Division at certmail@cjtc.wa.gov. The Reserve Program will verify that the submitted CJ 1903 Notice of Officer hire was processed by the Certification Division before certificate is issued.
IMPORTANT: If reserve peace officer position is with the same/former agency only the form is required. No new background, poly or psych exam is required. Mark the dates as N/A.
IMPORTANT: If reserve peace officer position is with another agency. New background, poly and psych is required per RCW 43.101.95. Submit the dates on the form as required by RCW 43.101.95.
2. Upload a copy of the applicant’s WA State Peace Officer Certification or approved Parks Law Enforcement Academy (PLEA) certificate/diploma.
3. Upload letter from former or current employer attesting that the officer's separation date and that the separation from the agency and certification is in good standing. WA Parks Rangers must be actively employed when applying. There is no allowance for breaks in service for Park Rangers.
4. Agency authorized signer will sign this statement on the application. "I hereby attest, under penalty of perjury under the laws of the state of Washington, the applicant is a duly authorized applicant of this agency and that the requirements of RCW 43.101.080(19) and WAC 139-05-810(2) have been met; and all information entered above is correct to the best of my knowledge."

4. Applicant cannot have a break in service (FT to Reserve Peace Officer Hiring) for more than 24 months.
If the applicant’s break in service is more than 24 months, but less than 60 months please apply your reserve peace officer applicant under 0082 Basic Law Enforcement Reserve.
Audience: WA State FT Certified Peace Officers who accept a Reserve Peace Officer position. Certification must be in good standing.

0201 - Collision Investigation-Basic
|
Teaches basic techniques to investigate collisions while keeping it easy to understand. Upon successfully completing this course, the students will have a basic knowledge of photography, marks on the roadway, information from vehicles, lamp analysis, blood draws, and scene diagramming. Students will review some basic math and formulas for calculating a vehicle’s minimum speed prior to the collision. Material will be provided by WSCJTC which will also be used in future collision classes.
Upon successful completion of this course, participants will be able to:
• Recognize and collect at-scene accident evidence such as tire marks, vehicle damage, roadway condition and vehicle and driver condition
• Accurately complete the standardized Accident Investigation Report
• Perform basic math and formulas for calculating a vehicle's speed prior to collision
• Understand the most effective interviewing techniques for drivers, occupants and witnesses
• Organize and prepare for court; use the evidence collected from the accident scene

• Demonstrate use of appropriate formulas applied to specific accident situations.
• Understand the problems and appropriate solutions to hazardous materials spills following traffic accidents.
Audience: Certified law enforcement officers that meet the pre-requisites are eligible to attend class.

0227 - Investigative Interviewing
|
This five-day on-line, interviewing course will equip detectives and investigators with information and strategies expected to elicit critical case details from victims, survivors, and suspects.
It is a new curriculum, focusing on research-based interviewing skills along with how trauma affects the investigator conducting the interview.
The course incorporates a five-part interviewing model, with presentations on suspect, witness, and victim interviews. Students will practice interviewing techniques that include reality-based scenarios utilizing actors and facilitators to guide the attendees through the interviewing techniques at the foundation of this course.
This is a trauma-informed interview course and attendees will learn about the criminal justice relevance of trauma and will also gain an understanding of the neurobiology of trauma.
The goal of the course is to increase your skills in conducting interviews through a trauma-
informed lens.
There will be approximately 2 hours of required pre-course material. Each student will need to complete this work ahead of class.
The curriculum for this course is new and focuses on research-based techniques to obtain the best information from those you interview.
The course runs Monday through Thursday from 1300-1700 and Friday from 0830-1130.
As this is an interactive online course, each student will need a strong internet connection, video capability, and a working microphone.

0230 - Crime Scene Photography - Basic
|
This is an intensive 40 hour hands on photography class that teaches the student how to use their department issued DSLR camera equipment. Students will learn to be confident using the equipment at crime scenes, searches and accident scenes in a variety of environments. This class is taught at a beginner’s level of basic photography fundamentals. This course has many different practical shooting assignments which are indoors and outdoors with one nighttime assignment.
Audience: This class is open to those involved in law enforcement or any field where photography is a requirement for documenting evidence or scenes.

0521 - Basic S.W.A.T. Officer
|
This 50 hour course will provide the participants with an understanding of contemporary theories and concepts used during Law Enforcement tactical operations. Upon completion of this course participants will possess the fundamental knowledge and skills to function in the various positions required of a SWAT team member.
This course is directed toward Law Enforcement Officers recently assigned to a specialized SWAT or emergency response team. This course will provide the participants with an understanding of contemporary theories and concepts used during Law Enforcement tactical operations. Participants will gain practical experience operating as a member of a team during practical and scenario-based field exercises designed to develop both individual and team tactics. Participants will gain practical experience planning, developing & executing missions. Upon completion of this course participants will possess the fundamental knowledge and skills to function in the various positions required of a SWAT team member.

Sheriff Civil Function-Basic is training for the support staff either commissioned or civilian that work for the sheriff in the capacity of handling the mandated civil functions of a Sheriff’s department. 1992 - Blue Courage Train the Trainer Law Enforcement

The 4-day course begins with the participants successfully completing the 2-day law enforcement workshop which is followed by an additional 2 days of instructor development and practice specific to the Blue Courage curriculum. 1993 - Blue Courage for Law Enforcement

The Heart and Mind of the Guardian is an education process designed to ensure the development of a highly evolved police officer who is prepared at any moment to reflect the best of what policing demands. 2001 - Instructor Development I
|
This 40 hour class teaches the basic skills necessary to prepare and present knowledge and psychomotor based training in a classroom environment. This class is best suited for students who have less than two years in course delivery and no formal training in instructional techniques, but is open to those of all skill levels. A high level of student participation is required. Topics during the course include:

2002 - Instructor Development II
|
The ID-II is a hybrid course consisting of 24 hours of distance learning/independent work over six weeks, followed by two days in the classroom. The pre-classroom work will entail spending 24 hours reading, studying, researching, and completing five assignments using our web platform. The participants will then meet at the location noted for the two-day classroom portion.
The independent work should take about four hours per week and includes frequent interaction with your instructors via web platform and email. If you are taking this course on your department’s time, it is imperative your agency commits to allowing you the time to complete the pre-classroom assignments each week.
This course is designed for experienced instructors to expand upon their knowledge and skills. Students will be immersed in student-centered facilitation. This is NOT a basic skills class; presentation skills and experience in lesson planning and facilitating are necessary preconditions to succeed in this class.
Scope:
The course focuses on how people learn (research from the field of educational psychology) to promote better practices in criminal justice training. How can you keep your students engaged and thinking at a higher level, to use problem solving? What makes adult learning effective? This material will assist experienced trainers in further developing their facilitation and lesson development skills, expanding upon their knowledge as an instructor, facilitator and trainer.

2011 - Handgun Instructor Level 1
|
This 80-hour course is directed toward law enforcement personnel who have a desire to become firearms instructors. It is intended to develop the necessary instructor competencies required to provide safe and effective firearms training. During this course participants will focus exclusively and intensely on the handgun while they work to develop instructor competencies.
This course will also be recognized as a Handgun Instructor Course. As an instructor course it is expected that participants will have above average handgun manipulation and marksmanship ability. Participants are expected to invest time outside of class preparing lesson plans, presentations and range drills.
Prerequisite: A passing score of 90% on the entrance and manipulation skills shooting test is required. Both tests will be conducted on day one of the course. To review the requirements, see our Entry Level Test and Manipulation Skills Entry forms.
A pre-qualification can be arranged by contacting one of the current CJTC Master Firearms Instructor on the CJTC Firearms MI Contact List.
Failure of the entry qualification, (Less than 90% or 450 out of 500 pts) will result in the student being released from the course. Fees will not be waived.
Audience: Class is open to active law enforcement officers who desire to become firearms instructors. As an instructor course, it is expected that participants will have above average handgun manipulation and marksmanship ability.
Pre-Course Work: Students are responsible for reviewing the content of the Sport Skills Instruction book below. Come prepared to discuss the first 5 chapters of the book. 2014 - Patrol Rifle Instructor
|
This course is designed for the Officer who already exhibits above average rifle shooting/manipulation skills and will give them the knowledge and techniques to better transfer those skills to other Officers.
This course is NOT an advanced course NOR is it a remedial rifle training course for Officers with poor rifle skills. This course is a blend of classroom and range to give the participant updated information related to the rifle platform and instructing the same, while also giving them practical range time to further develop their skill in operation and teaching the patrol rifle.
This course will include the following topics:
• Troubleshooting carbines
• The use of optics and how to zero them
• Principle and context-based drills related to manipulations, marksmanship and combat shooting
• Coaching techniques to increase officers rifle shooting skills
• An understanding of external and terminal ballistics and the factors which affect the bullet’s flight, and how to develop a departmental rifle program and qualification course.
Audience: Active law enforcement personnel who meet the prerequisites.

2015 - Handgun Instructor Recertification

This class serves as a recertification of Firearms Handgun Instructor for Level 1, Level 2 and Handgun Optics Instructor. It is 24 hours in length and should be attended within 3 years of last certification. This course will provide the current firearms instructor with the contemporary techniques and theories as well as a review of motor learning and feedback principles, along with updates on RDS technology and training standards. In addition, this course will provide a review of federal and state laws and contemporary legal standards relating to the use of deadly force.

2018 - Handgun Instructor Level 2
|
While the Level I course focuses on core competencies necessary to instruct others in safe gun handling, handgun manipulation and marksmanship, the Level II course focuses on diagnosing shooter deficiencies. It provides the current firearms instructor with the much-needed tools to identify shooter deficiencies, whether it be trigger control, sighting issues or physical issues surrounding the proper use of the weapon, and then diagnose deficiencies with actual shooters.
• Develop the skills necessary to identify shooter deficiencies

This course will give current firearm’s instructors the knowledge and skills of shotgun operation in both Lethal and Less-Lethal applications. This course is not ammunition specific, but rather, familiarizes officers with the variety of lethal ammunition options, less-lethal munitions options, and tactics currently used during LE operations. 2031 - Handgun Red Dot Sight Instructor

The CJTC Handgun Red Dot Sight Instructor is a 24 hour course. The course is designed to bring current firearms instructors up to date on the fundamentals of teaching and integrating handgun Red Dot Sights (RDS) into their training curriculum or agency program. We strongly recommend this course if you or your agency is in the process of approving the use of, or converting as an agency to handgun RDS.
Due to the advancing technology of the RDS the trend for duty use is increasing at a rapid pace. To meet this challenge and stay relevant with emerging tools and tactics we will cover the technology, concepts, principles and training methodologies to prepare instructors to teach the RDS platform to experienced or novice shooters.
This course has been very well received in 2019. One of the most common pieces of feedback is that instructors did not realize how much there was to learn from a user AND instructor perspective for RDS use on duty handguns.

2034 - Designated Marksman
|
The Designated Marksman course trains to use a light rifle equipped with a scope or magnifier. Too many officers want to focus on CQB, which very few will actually do. Most gun calls end up with the officer in a position of cover, at an unknown range, for an unknown length of time. If the suspect exits, a more precise shot may be needed.
This class covers the 10 and 50 yard zero, optics abd position shooting from prone to supported shooting at ranges from 25-250 yards. Then shooter learns to make a point-blank shot from 10 to 250 yards without mechanically adjusting the point of impact - no dialing DOPE
Prerequisite: All shooters MUST be in good physical condition, capable of assuming a wide variety of positions, walking one mile, and able to climb embankments, stairs, or ladders. These are requirements, not suggestions.

2190 - Patrol Tactics Instructor
|
This is an 80-hour comprehensive patrol tactics course designed to promote safe and effective tactics typically required daily for LEO. This course is the prerequisite for all other advanced/unusual occurrence tactics classes. As such, this class contains instructional delivery specific to the course content and not general instructional concepts.
Within this class, the participant learns the components of Basic Patrol Tactics and technique application, instruction, and testing. The core tactics involve structure clearing, low/high risk vehicle stops, MIDD, and DV calls. Emphasis is placed on single and double officer tactics, assessment and planning skills, specific and proper means of instruction, and theoretical background to analyze and develop agency specific programs to serve as a basis for subsequent unusual occurrences and extreme risk tactics classes.

2270 CDT Instructor

The 80-hour instructor course is the first in a series of three courses that will guide the student to the master instructor level.
The course is designed to be the foundation. Covering all the basics in motor learning, practice structure, class structure, skill instruction and lesson preparation. This comprehensive and practical course will help each new instructor develop the skills and confidence to instruct in all the fundamental Control and Defensive Tactics classes taught at the Basic Law Enforcement Academy.
These classes include but are not limited to; control and controlled takedowns, striking with personal weapons, baton, taser, OC, ground survival tactics/survival, weapon and belt tool retention, multiple officer control tactics, handcuffing, frisk and search.
After completion of this course, the instructor will be certified to teach (under direct supervision and guidance of a Master Instructor) all aspects of the BLEA C/DT program. The instructor is required to teach a minimum of 200 hours under a Master Instructor to be eligible for the Lead Instructor program.

2271 - Integrated Arrest Tactics Lead Instructor
|
The 80-hour lead instructor course is the second in a series of three courses that will guide the student to the master instructor level.
Prerequisite: Control and Defensive Tactics Instructor
This course builds on the foundation of the CDT Instructor course. Students will learn how to employ advanced concepts in motor learning to structure a practice session for optimal skill acquisition. In this phase of the road to being a Master Instructor, the student primarily focuses on how to create proper skill sessions, closed skill testing parameters, open skill practices and testing and finally feedback structures to maximize learning.
In addition, students are required to take the information from the Instructor course and begin breaking “out of the box”, focusing on the principles rather than strict technique. This open range approach will help the new instructor find ways to accommodate the many different learning styles, differing physical abilities and the wide range of mental capabilities of the learner.
After completion of this course, the Lead Instructor can now lead classes and teach ALL aspects of the Control and Defensive Tactics curriculum taught at the Basic Law Enforcement Academy. The Lead Instructor is required to teach a minimum of 200 hours under the supervision of a Master Instructor to be eligible for the Master Instructor Program.

4010 - Law Enforcement and Society: Lessons of the Holocaust
|
Presented by the Holocaust Center for Humanity and the Anti-Defamation League,this innovative and nationally acclaimed program for law enforcement examines the history of the Holocaust in which officers learn about the dangers that stereotyping, bigotry and fanatical leadership pose to society. Officers are given the opportunity to reflect upon their roles, responsibilities, and challenges of policing in a democratic society today and their relationship to the people they serve. The program underscores the importance society places on law enforcement as our first line of defense to insure that the constitutional rights of everyone are protected. This program was established in 1999 at the request of DC Metropolitan Police Department; to date this program has reached more than 150,000 officers from the US and 80 countries worldwide.
This course is split into three parts, in the first part, students are introduced to the Holocaust Center for Humanity (Center), the course instructors, and will go through a virtual tour of the Center. In the second part, students will examine the history of the Holocaust. They will be asked to critically think about various scenarios by way of photo analysis and discussion. In the third part of the course students will go through a guided lecture and discussion about the role of law enforcement in today’s society, and more specifically their role in law enforcement and the communities they serve. Several questions will be asked to facilitate self-reflection and group discussion.

All too often, the newly appointed supervisor subsequently finds himself or herself immersed in a ‘world’ he or she didn’t anticipate and/or doesn’t understand. The transition from effective line worker to effective supervisor is difficult and challenging. This course seeks to remedy the process by ensuring:
Participants are confronted with a variety of ‘real life’ supervisory scenarios.
Participants can identify the systemic functions of supervision, rather than developing specific supervisory skills the participant may or may not use dependent upon promotional opportunities or personal incentive.

This 40 hour offering will focus on adult critical thinking and development of higher levels of problem solving. The new-found knowledge, skills and abilities will then be applied to resolving real world supervisory situations. Students will be presented with a comprehensive ill-structured problem and confronted with the seven product specifications that were identified in the Job Task Analysis:

This training includes up to six hours of pre-course work and take-home materials. SAI-VCERT will equip officers with knowledge and techniques designed to enhance interactions with traumatized victims and increase officer and victim capacity towards outcomes of offender accountability.

8020 - LEAD: Building a Collaborative Response to Mental Illness or Substance Use in Your Jurisdiction

This ninety-minute presentation and discussion with a panel of officers, prosecutors, and service providers will focus on the LEAD model and its approach to building a collective, multi-agency system of response to reduce the crime and disorder than can stem from unmanaged mental illness or substance use.
LEAD (Law Enforcement Assisted Diversion, also known as Let Everyone Advance with Dignity) is designed to enhance public safety and equity by diverting people with behavioral illness away from arrest and into collaborative systems of response and long-term case management. First implemented in Seattle in 2011, LEAD is now being replicated in dozens of jurisdictions across the United States, including in communities in Washington State; it is also the basis of the state's Recovery Navigator Program (RNP) and Arrest and Jail Alternatives program (AJA).
This presentation will outline the foundational elements of the LEAD model; demonstrate how it can coexist with and enhance the value of a jurisdiction's other response strategies (such as crisis intervention, co-responder programs, and specialty courts); describe the structure and purpose of its collaborative, multi-agency governance and implementation; detail methods to enhance the fidelity and efficacy of a LEAD initiative; illustrate LEAD's benefit for both law enforcement officers and the communities they serve; and offer perspectives and insights from diverse practitioners who are using LEAD in their jurisdictions.

8025 - SHIELD- Protecting Those Who Serve During the Overdose Crisis
|
SHIELD trains police officers how to be safe, healthy, and more effective when performing their duties during the overdose crisis. It is a vital resource at a time when police are being asked to do more with less, while facing high risks and reduced public support.
Built on two decades of experience working with law enforcement agencies and deep knowledge of the research base, the SHIELD curriculum is practice driven and solutions-focused. It fills major training gaps, giving officers the tools they need to be safer, healthier, and more effective in these crises.
SHIELD's skills-based learning is delivered peer-to-peer by the SHIELD training team, which is led by a retired police chief and includes research staff at Northeastern University and public health experts. Using an interactive instructional design and customized local information, the three modules are delivered in a single session in person or by Zoom.

and burnout. Builds skills for recognizing and
problem solving to remedy the effects of vicarious

This online training is for staff either commissioned or civilian that work for the sheriff in the capacity of handling the mandated civil functions of a Sheriff’s Civil Unit.
These include service of process, protection orders, seizure and forfeiture of personal or real property and how to properly execute a Sheriff’s Sale.
Audience: Civil employees of the Sheriff's Offices.
Pre-Course Work: None
Class Times: Self- Directed within the 14 days of the online materials being available per class.

Support Services - Advanced Sheriff's Civil Function
|
Sheriff Civil Function-Advanced is a 16-hour seminar style course for experienced employees of Sheriff Departments engaged in the specific Civil Duties assigned to the Sheriff by statute. Students will be presented with actual and hypothetical problems to work out with seasoned instructors. A legal advisor and multiple experienced facilitators will critique and share actual experiences dealing with the most difficult and interesting problems faced across the state in the last 30 years. A review of any changes in RCWs relating to Sheriff Civil Function and a guest lecturer will present on a current trend or public concern.

This 40 hour course is designed for law enforcement personnel with designated responsibilities and/or supervision of evidence and property. Class content includes:

5. WSP crime lab packaging and submission guidelines
6. Audits and inventories
7. Best practices: Policies and Procedures
8. Retention guidelines and disposition projects

Audience: Class is only open to actively employed criminal justice professionals.

Dress Code: For security reasons, while on the WSCJTC campus are encouraged to wear their agency logo shirt/uniform and have their agency ID badge visible.

Use of Force - 6239 - Use Of Force Course
|
The primary objective of this Use of Fore (UOF) Course is to prepare law enforcement officers to understand and implement the Use of Force policy developed by the Washington State Office of the Attorney General (or consistent department’s UOF policy). Students will learn the methodology required to successfully deliver the 24-hour UOF Training.
Law Enforcement Officers have come under intense pressure in recent years to prioritize efforts at employing de-escalation techniques in force encounters. Sometimes best practices in de-escalation do not always translate in a complete success or it is not feasible. For example, officers often deal with Acute Behavioral Disturbances. During this course, officers will learn quickly to recognize that someone is suffering from a possible medical condition so they can successfully intervene and provide care when safe and feasible.
This course will also cover Team Tactics and Techniques designed to apply the knowledge learned in the classroom previously. Drills will consist of force options selected to appropriately control and modulate force reasonable and necessary with proportionality.
Finally, the course will include a section that pertains to UOF report writing and the importance understanding human factors, decision-making and memory issues affecting officer’s reports or statements.
