Full Description
The WSCJTC DOES NOT SCHEDULE 0082 Basic Law Enforcement Reserve Equivalency Officer Academies.  The 0082 Basic Law Enforcement Reserve Equivalency Officer Academy is an internal paperwork process.

This class gives a minimum of 100 credit hours.  The Reserve Equivalency Academy process adopted by the Commission. It is designed to document that reserves completing the equivalency process have the the basic knowledge and skills required for safe, proper and effective law enforcement service.

Eligibility for participation in the Basic Law Enforcement Reserve Equivalency Academy process is limited to:

    a. Washington State lateral reserve hired to a reserve position WITH a break in service
   MORE than 12 months, but LESS than 24 months does equiv.  If they fail the required final
    exam, then BLERA will be required.

    b. Washington State Certified Peace Officer hired to a reserve position WITH a break in
    service MORE than 24 months and LESS than 60 months can do equiv. WA Peace Officer
    Certification must be in good standing.  If they fail the required final exam, then BLERA will be
    required.

    c. Out-of-state commissioned officer hired to a reserve WITH a break in service LESS than
    60 months can do Equiv.  Out of State Commission must be in good standing.  If they fail the
    required final exam, then BLERA will be required.

Basic Law Enforcement Reserve Equivalency Academy applicants has up to six (6) months to complete the equivalency requirements once application is approved by the WSCJTC Certification Division.

To begin the approval process by the WSCJTC Certification Division:

    1. Agency applies in the WSCJTC Acadis Portal for 0082 Basic Law Enforcement Reserve
    Equivalency
    2. Agency confirms meets the eligibility for participation in the Basic Law Enforcement
    Reserve Equivalency listed above.
    3. Submit a letter from former agency attesting that applicant’s separation from them is in
    good standing, length of service and separation date.
    4. Submit the applicant’s diploma / certificate proving successful completing of either the
    Washington State 0080 Basic Law Enforcement Reserve Academy or out-of-state basic
    academy. The WSCJTC Certification Division will accept an academy syllabus and transcripts
    that depict success completion of the academy.
    5. Agency submits a Notice of Officer Hire (CJ 1903) confirming the requirements of RCW
    43.101.095 and RCW 43.101.095(2)(b)

The submitting agency will be notified after the applicant has been approved to continue by the WSCJTC Certification Division.  

Once approved, the following can be attached to the application after submission:
    1. Submit form CJ-1262 Firearms Proficiency Test completed by a CJTC approved
     instructor.
    2. Fill out the requirement to confirm the date and CJTC approved instructor completed
    Washington EVOC training.
    3. Upload CPR and First Aid Card.

Contact the Reserve Program Manager at reserves@cjtc.wa.gov when applicant is ready to take the final exam.

Prerequisites
DIRECT CERTIFICATE ONLY - Applicant is prior  General Authority Washington Law Enforcement or Tribal Officer in Good Standing from Washington State with a break in service of LESS THAN 24 months, or Certified Washington State Parks Ranger With NO Break in Service
(ADD INITIALS TO BOX) - A copy of the Applicants Peace Officer Certification, if it was NOT obtained through WSCJTC, is attached along with supporting documentation, prior history, training received and any other documents to support the application process.
RESERVE EQUIVALENCY
(Initial Is Required)  Form CJ 1903 (Notice of Hire) has been submitted to certmail@cjtc.stae.wa.us for processing.

It is the responsibility of each sponsoring or applying agency to conduct a background investigation including a check of criminal history, a psychological examination, and a polygraph test or similar assessment to each applicant  

The background investigation, psychological examination, and the polygraph examination shall be administered in accordance with the requirements of RCW 43.101.095(2). - RCW 43.101.080(19)
(a) Prior Reserve Peace Officer or Tribal Reserve Officer with a break in service of more than 12 months but less than 24 months WAC 139-05-825(3)(a)(i)
(b)Prior fully commissioned Peace Officer or Tribal Police Officer in good standing from Washington State with a break in service of more than 24 months but less than 60 months WAC 139-05-825(3)(b)(ii)
(c) Fully commissioned peace officer in good standing, from another state, with a break in service of less than 60 months WAC 139-05-825(3)(c)
